Required Educational Background

- Graduate of an engineering or business course
- Must have at least fifteen (15) years of experience under the Engineering industry, preferably from various organizations, handling managerial roles.
- Highly experienced Senior Advisor able to cover all key functional requirements within the business
- Demonstrates strong acumen and understanding of the business with the ability to identify future trends and developments to be translated into long-term strategies.
- Exemplifies sound leadership and ability to build and manage diverse teams.
- Has an expert knowledge in the engineering industry and related disciplines—attained either through further studies and/or industry experiences.
On the behalf of our Client, we are mandated to search for a VP of Engineering and Fleet Management (EFM) for one of Asia's largest low-cost carriers.
The company:
Our client is a Philippine low-cost airline based in Manila and currently operates a fleet of 53 Airbus (seven A321neo, seven A321ceo, five A320neo, 26 A320, seven A330 and one A330 freighter) and 21 ATR (six ATR 72-500, 13 ATR 72-600 and two ATR Freighters) aircraft, one of the most modern aircraft fleets in the world. Between 2021 and 2026, they will take delivery of 26 more Airbus A321neo, three more ATR 72-600, 16 A330neo and 15 aircraft orders from the A320 family. It is one of the most profitable airlines in the world with a strong balance sheet and one of the most established low-cost airlines in Asia. Our client has control over the domestic (55% market share) The company is modern, dynamic and technology-based giving it an edge over the traditional airlines.
The company has brought in-house its technical services and line maintenance operation recently building a local engineering team 190 strong (Indirect reports) and has a world-class engineering business vision. The Technical department is the second-largest spend behind fuel cost so the successful candidate will need to have a strong commercial acumen including that of Man hour unit costs and efficiencies.
Summary:
Vice President of Engineering and Fleet Management (EFM) defines and implements the overall business plan, organization structure, and vision for Engineering and Fleet Management which suitably fits the requirements of a growing low-cost carrier. This includes the pursuit of digitalization strategies that will enable access to new and innovative maintenance opportunities through Artificial Intelligence (AI) or Virtual Reality (VR) and other big data programs. He drives unit cost reductions through identified project initiatives and performance reviews by business units in order to improve cost-efficient delivery of EFM services and improve the competitiveness of the airline. He manages the delivery of all Engineering and Fleet Management obligations and services to the airline within a combined operating / capital budget of approx. USD $200-250M USD p.a. (depending on Maintenance profile)
Through a sound business unit methodology, lead the strategic direction and manage performance of the following EFM sections:
Fleet Technical Management
- Ensures airworthiness management processes (Configuration Management, Reliability, Planning, Projects, Records) are compliant, cost effective and delivers value to the airline.
- Manages both in-house and external suppliers through a KPI monitoring process to ensure effective service delivery
- Delivers efficient short-term line maintenance activities in conjunction with wider airline network obligations. Such activities include scheduled and unscheduled maintenance programs (e.g. AOG)
- Manages the long-term maintenance requirements of the airline and delivers optimized base maintenance cost-effectiveness through a robust planning and execution plan that includes lease return checks and the added complexities of these events
- Spearheads the performance management of various MRO suppliers
- Manages the line maintenance business of the airline through a separate entity and commercial arrangements ranging from transit operations (which supports both domestic and international stations), light and line maintenance and back shops (i.e. wheels and brakes, NDT, etc.)
- Ensures powerplant airworthiness; and that commercial and maintenance execution processes are delivered in a compliant and cost effective manner
- Develops Powerplant selection criteria and contract development and execution
- Develops and implements a robust planning process or shop visit profiles in order to deliver the most cost-efficient maintenance programs to the airline
- Manages the consumable/expendable and rotable inventory function that supports the various line operations and ensures minimal disruption to the network
- Optimizes inventory levels using various tools such as: reliability reporting, robust initial provisioning process, inventory obsolescence program/review, and pipeline analysis
- Manages the warehousing / receipting / inspection/delivery process for all inventory in the most efficient manner in accordance with all regulatory
- Spearheads the performance management of various suppliers for ITM service
- Ensures all governance processes with respect to EFM contracts and all on-going performance management reviews are in place
- Develops business case and methodology for EFM initiatives and programs
- Manages the technical E-Procurement process of EFM
- Ensures all warranties, credits and incentives negotiated as part of aircraft acquisitions component selection and maintenance findings are identified and collected according to the respective contracts
- Oversees the financial and management reporting of the department

Safety and Quality
- Ensures implementation of a robust quality / SMS policy that proactively assesses risk and develops appropriate risk mitigation plans and processes ensuring the safe and compliant delivery of all EFM services
